Dear all,

In this topic we will put all the in game rules for civilian, medic and cop side. This to give an off-line overview of the rules as well!
We will include also a list of punishments so you know what to expect when you break these.

Image General Server rules


Exploits

These are considered exploits, and you be kicked, banned for them:

    1. Getting out of jail via any method other than paying bail or escaping.
    2. Disconnecting out of being tazed, restrained, arrested, jail, etc. If the log shows you got arrested, then you died, you will be banned. Do not pay bail and kill yourself for an easy ride home.
    3. Duping items and/or money. If someone sends you an unobtainable amount of money right at the start of the game, report to an admin IMMEDIATELY and transfer said money to an admin. Do this ASAP or an admin could ban you if they see that much on you without question.
    4. Using clearly hacked items. If a hacker comes in and spawns unobtainable items, you could be banned for using said items. Report the items to the admins immediately and stay away from them.
    5. Abusing bugs, glitches or game mechanics for gain. Is there a replicating gun somewhere? Report it and leave it alone. If an admin catches you abusing the glitch, ban.
    6. Providing yourself access to areas where you normally can't go. Glitching through doors under doors for example to gain access to houses.

Police Headquarters: (Marked with a green glow on the map.)

As you can see on bellow image, you see Kavala Police Headquarters.
A police officer is inside and a civilian with a gun is outside.

Both parties can NOT shoot each other!
    Police officer can NOT shoot from inside HQ outside HQ.
    And a civilian can NOT shoot from outside HQ inside HQ.
This includes Helicopters in that area, it does not matter if they took off from the heliport or are landing on the heliport.
As long as they fly in the marked green safe zone they can NOT be fired upon!

Bannable Offences


Consider this your one and only warning:

    1. Hacking, or making hack threats towards the community or players,
    2. Cheating(0 tolerance),
    3. Exploiting, (See 'Exploits')
    4. Combat logging.
    5. Vdm'ing(Driving people over on purpose)
    6. Trolling (Blowing vehicles up or other)
    7. Advertising

Safe Zones

You are NOT allowed to do the following:

    robbing,
    destroying vehicles,
    killing people,
    Trolling by driving into or over people or vehicles.

In the following safezone area's:

    Spawn Island,
    Rebel Camp,
    Donator Port,
    Police HQ's,
    Army HQ's.

These area's are marked with a green circle or square on the map so you have been warned!

Image Communication rules


Communication Rules

Police officers NEED to join our Teamspeak with unmuted speakers, this is obligatory! Failure to do so may get you kicked or even blacklisted from the cop force!
The Teamspeak address is : 46.4.76.247 or ts.outlawed-veterans.com

Items on this list may result in your removal from the server and/or ban, based on the admins discretion.

1. Side Chat may not be used to talk.
2. Group Chat of cops and medics may not be used to speak into, use Teamspeak for voice. Typing however is allowed.
3. Spamming any chat channel will result in your removal.
4. Teamspeak channels are split up into areas for a reason. Cops must be in the cop channels at all times.
5. Civilians cannot be in any cop channels on Teamspeak in order to gather information on their location or movements. Civs caught doing this will be removed the channel. Repeat offenders can be kicked or banned from both the game and teamspeak.(NO METAGAMING)
6. Speak English in side channels in game or in Teamspeak general public channels.
7. Advertising or redirecting people to other website or Teamspeaks is considered advertising and disrespectful = BAN.

Image Civilian rules


What is Illegal?

Illegal area's
    1. Gang Hideouts are considered illegal.
    2. Federal reserve is considered illegal.
    3. Drugs fields and turtle fishing spots are considered illegal.
    4. Cop HQ's, any civilian in cop HQ's can be tazed, fined, arrested or even shot on sight.
    5. Jail area when not in the actual jail.
    6. Shipping wreck.
    7. Air drop weapon crate.
    8. BlackMarket Area.
    9. Army HQ's, any civilian in army HQ's can be tazed, fined, arrested or even shot on sight.
    10. Private Military Company(PMC) Area.

! NOTE: In Illegal area's you can be shot on sight or being restrained and fined/jailed.
! NOTE 2: When you are in police or army Headquarters and run back out, this still counts as trespassing the police HQ. The officer can restrain you outside the police HQ and bring you back in to fine or arrest you. He does lose the right to use lethal when you are not in the HQ zone any longer.





Illegal weapons

Legal Weapons for Civilians/Rebels to carry WITH a Handgun permit AND with a range master belt - holstered:

1. All pistols and revolvers.

Any other weapon, launcher or explosive is considered illegal including, suicide vests they are also considered illegal!


Illegal Items

The following items are illegal to have on you or in your vehicles/choppers:
    1. Turtle
    2. Cocaine
    3. Heroin
    4. Cannabis
    5. Marijuana
    6. Spike trips
    7. Boltcutters
    8. Blasting charge
    9. Lance
    10. Ram
    11. Gold bars
    12. Silver bars
    13. Ruby's
    14. Ancient Coins
    15. Zip-ties
    16. Crystal Meth




Illegal Clothing

Rebel gear for civilians is not considered illegal clothing.
The only illegal clothing for a civilian to wear are the following:

    Police gear,
    Medic gear,
    SWAT gear,
    Army gear.




Motorized Vehicles

4 > or more wheels - ground vehicles


Any such vehicle driven under this category requires a drivers license.
In case the vehicle is a truck the person is required to have a truck license.
If you do not have the appropriate license the vehicle can be impounded and you can be fined!

When used in town area's the following are illegal for civilians/rebels;
    1. Ifrit
    2. Strider
    3. Armed Off Roader
    4. (Armed) Ifrit
    5. Madrid
    6. Mora
    7. Prowler
    8. Qilin


These vehicle are always illegal vehicles to have when you are a civilian/rebel:

    1. Any Police vehicle
    2. Any Medic vehicle
    3. Any Army or Swat vehicle
    4. Any Armed vehicle
    5. Karts (=Only allowed on the kart track.)


The following speeds should be used:

    Inside cities: 50km/h<
    Outside cities: No limit



Helicopters or jets


Flying jets or helicopters above city area's is NOT allowed.
here is a strict NO fly zone over city's, you can be shot on sight if you do so by the police.

Flying any jet is considered a high terrorism act and shall be dealt with instantly.
Armed Pawnee serves the same kind of high threat alert as flying a jet!



Boats

If you have a boat you should have a boating license. If you do NOT have that license your boat will be impounded and you shall receive a ticket for not having the correct license

    Floating your boat close to cop HQ's marked on the map as a green zone is NOT allowed and could result in an impound and a ticket.

Image Medic rules


General Rules

    1. Medics are there to help everybody they are in dependable.
    2. When cops ask medics to go with them as support to secure federal for example they are free to go with them but then they have to listen to police commands.
    3. Medics are there to revive people not to kill!
    4. Medics can NOT have any weapons, launchers or explosives.
    5. When a police officer says to not revive a dead person the medic can NOT revive that person!

Image Police Rules


Chain of Command

The highest ranking officer on duty is in charge of the police force outside of admins currently on-line. The high ranking officer is expected to follow the rules and guidelines of his/her rank, and must report to the admin in case any action need be taken.

Police Chain of Command:

    0. Marshal,
    1. General,
    2. Colonel,
    3. Major,
    4. Captain,
    5. Lieutenant,
    6. Sergeant,
    7. Patrol Officer,
    8. Cadet,
    9. Public Cop.

Cops in game who are not enrolled/accepted into the PD are the lowest tier and have no say in police operations, meaning not being whitelisted.



General

Cops should ALWAYS run with tazer weapons, unless lethal is required! You can't run around all day with lethal cause it's required....

Cops should always wear identified police gear and should never be naked, or 'undercover'. They should always be recognized as a police officer.

Cops should always drive identified police vehicles and should never be driving medic or civilian vehicles to be 'undercover'. They should always be recognized as a police officer! (They can of course be passenger in a medic car or with a civilian as long as he doesn't work with the rebel!)

Cops should always respond to the federal reserve and should never keep on patrolling or other things. Federal reserve is always MAIN priority for police officers!

Cops are NOT allowed to camp illegal zones like, gang camps, Blackmarket, airdrop, federal reserve, etc... they can respond if they see people on the seen but they can't wait until people show up at the spot and then arrest, ticket them for it.

Cops are NOT allowed to be present in any of the rebelcamp!


Cops are NOT allowed to steal other persons arrests! The one that tazed or restrained is the one that is allowed to arrest the person! In case the person that tazed and restrained is a different person. Then the one that tazed is the one that has the claim to arrest the person if the person of course deserves to be arrested.

Cops are NOT allowed to blow up houses for no reason they are allowed to blow up houses if rebels are continuously hiding in the house and actively engage civilians or police from the house with gun or rocket fire and early attempts to breach it have been negative. Or the person keeps coming back in the house repeating his same 'hide and shoot from house behaviour'. The house also has to be in a named city were a no-fly zone is active! NO houses can be blown up on purpose if the house is not in a city no-fly zone.

Higher ranking police officers can NOT give higher tier weapons/gear to lower ranked police officers. The ranking system is there for a reason and may not be circumvented this way!

A police officer can NOT work together with rebels in any case, giving information, weapons, gear or anything else!



Ticketing a criminal

Tickets

Small crimes like bellow should be dealt with a fine of 25.000:

    1. Speeding into a town area.
    2. Being in Cop/Army HQ's, jail, federal reserve area or other illegal area's.
    3. Resisting a search.(Swearing is not seen as an offence.)
    4. Not having the appropriate registrations or licenses.
    5. Driving an illegal vehicle.
    6. Wearing stolen items: (example: cop uniform, cop vest).

Mid crimes like bellow should be dealt with a fine of 50.000:

    1. Robbery, unrestraining people.
    2. Burglary.
    3. Grand theft auto.
    4. Possession of drugs.
    5. Selling drugs.
    6. Possession of illegal firearms.

Refusing to pay a ticket after it got offered 3 times = jail.
If the suspect is not responding on a ticket(pay or refuse) you can send him after 3 ticket attempts of not responding to jail.

Ticketing a person for reasons or arguments that aren't listed here is against cop rules!



Arresting a criminal

Arresting should be done to criminals who are considered a danger to themselves or others.

    1. You may not arrest someone if you have given them a ticket and they paid it.
    2. You must tell the suspect why they are being arrested before you arrest them.
    3. You can restrain people when checking registrations, licenses or for weapons and illegal items.
    4. If a civilian is wanted, you may arrest them. Do not kill them, unless the situation deems necessary.
    5. If a civilian died he can NOT be revived and put to jail.

Jailable offences:

    1. Manslaughter.
    2. Vehicle manslaughter.
    3. Escaping from jail.
    4. Attempt to murder.
    5. Being in Cop base(s) or Federal reserve as a civilian.
    6. Kidnapping people.

When you jail a person you always need to say for what crimes the person is jailed for!
IF a person dies and gets revived his charges will be removed! You can NO longer jail or ticket this person!



Use of Non-Lethal Force

At this time the Taser or rubber rifle are the only form of Non-Lethal Force.

    1. Taser or rubber rifle should be used to incapacitate non complying civilians in order to restrain them.
    2. Do not discharge your Taser or rubber rifle unless you intend to incapacitate a civilian, randomly discharging your weapon will result in your suspension.
    3. Only use your Taser or rubber rifle in compliance with the laws and the rules, do NOT enforce your will on others.

Using none lethal force should still be used for a valid reason! For example, limiting access towards an area the civilian shouldn't be trespassing. For a security pat down for illegal substances or weapons. It can NEVER be the case you just taze and restrain people for no valid reason that isn't in the rules!

REMEMBER: Using a tazer or knock-out rifle on an other officer will heal your colleague!




Use of Lethal Force

    1. Use of Lethal force is only permitted for the protection of your life, another officers life, or a civilians life, if and only if non-lethal force would not be effective.
    2. When the federal reserve is robbed cops are allowed to use lethal when they enter the federal reserve area.



SWAT

SWAT - Guidelines

    1. S.W.A.T. is used for special operations to remove rebels from areas in lethal or non-lethal ways. They can use whatever they have at their disposal unless who they are shooting at is unarmed.

    2. S.W.A.T. Members cannot spend all day playing as SWAT and must also play as a regular cop.

    3. If their are many shooters in Kavala or any other town area, S.W.A.T. can be used.

    4. Other reasons that SWAT can be used:
    - Federal Reserve,
    - Bank of Kavala Robbery,
    - Error 404: Jail Break,
    - Hostage Situations,
    - Patrolling.

    5. Swat members can shoot down(not limited to but includes the use of Titan) civilian choppers(not armed) in city areas where the no fly zone is ruled.(Every major spawn point or town)




Army

Army - Guidelines

    1. Army is used for special operations to remove rebels from areas in mostly lethal ways. They can use whatever they have at their disposal unless who they are shooting at is unarmed.
    2. Army members are there for dealing with high threats, like rebels at federal reserve or jets and armed vehicles/choppers.
    3. Army members have to role out with at least 2 army soldiers!(Exception is jet intervention this can be done solo)
    4. Army members can shoot down any jets or armed Pawnee/vehicles without giving a warning first!
    5. Army members can shoot down(not limited to but includes the use of Titan) in city areas where the no fly zone is ruled.(Every major spawn point or town)
    6. Army members can only use the Cheetah on Air targets!
    7. Army members can only use the Armed boat against sea and air targets.
    8. Army members can ONLY bring out heavy vehicles, boats, armed choppers when the situations is a high alert, this means a Federal Reserve robbery!
    (Excluding: jet, cheetah for shooting down jets/helicopter in no fly zone's.)

Teamspeak Rules

    1. All cops must be on Teamspeak 3 in a designated cop channel. Failure to be on Teamspeak during an admin check will result in your immediate dismissal from the server.
    2. Please join Teamspeak BEFORE you spawn in as a cop, join Teamspeak before you even join the server.
    3. You must behave mature in Teamspeak channels or you can be banned/kicked from the Teamspeak server!

Cheating or exploiting: ( 0 Tolerance)
    PERMANENT BAN

NOT reporting a cheater and playing along with him(Accepting spawned in items, weapons, vehicles, etc ..)

Advertising for any other site, Teamspeak, community, clan, etc ...(Very disrespectful!)
    PERMANENT BAN

Glitching(exploiting ^above) on purpose to gain access to something or somewhere that otherwise wouldn't be possible!(Federal vault, houses, etc ...)
    PERMANENT BAN

Selling of in game items, in game money, weapons, clothing, vehicles, houses, etc... for real money is NOT allowed as it's not allowed by us.
And Bohemia + Altis Life 'mod' license.
    PERMANENT BAN






Meta gaming in Teamspeak!
    1st occurrence: Temp Ban and Teamspeak ban for the same time as the temporary server ban.

Not being in Teamspeak as a cop.
    1st occurrence: Warn the player.
    2nd occurrence: Kick the player.

Pretending to be a trial, member, staff or admin of Outlawed-Veterans when this is not the case
    1st occurrence: Warn & kick the player.
    2nd occurrence: 24h BAN

Talking in side or group chat of cops/medics.
    1st occurrence: Warn the player.
    2nd occurrence: Kick the player.
    3rd occurrence: Temp BAN the player.

Cops shooting other cops on purpose:(Auto blacklist after 3 cop kills as a cop)
    1st occurrence: Warn the player.
    2nd occurrence: Blacklist the player

Cops shooting civilians with no reason(unarmed):
    1st occurrence: Kick the player.
    2nd occurrence: Blacklist the player

VDM'in = Driving over people with a vehicle/chopper/jet/boat on purpose:
    1st occurrence: Kick the player.
    2nd occurrence: 24h BAN

Combatlogging = disconnecting in - unintentionally when being restrained or tazed!
    1st occurrence: Jail BAN

Shooting inside cop/army base or shooting from cop/army base outside.
    1st occurrence: Warn the player, send out a general server warning or kick the player.
    (WHEN players are killed in the base or outside = Straight to 2nd occurrence punishment.)
    2nd occurrence: 24h BAN

Trolling in safezone's such as rebelcamp, donator port, Cop/Army HQ's, etc ...
    1st occurrence: Kick the player.
    2nd occurrence: 24h BAN

Kamikaze with a vehicle/chopper/jet/boat intentionally!
    1st occurrence: 24h BAN

Working actively together with rebels as a cop.
    1st occurrence: Blacklist the player.

Using the glitched gear on spawn as a cop(military loadout)
    1st occurrence: Kick the player.
    2nd occurrence: Temp BAN the player.

Cop failure to follow the police guidelines not mentioned in this list:
    1st occurrence: Kick the player.
    2nd occurrence: 24H BAN the player.

Farming Police time with the intention of just gaining minutes while not being active:
    1st occurrence: Blacklist and a COMPLETE reset of cop time.
